Zone Zero (officially "Zone 0") is California's new ember-resistant zone law (AB 3074): the first 5 feet around your home must be free of combustible material if you are in a Very High Fire Hazard Severity Zone. In Burbank, the Burbank Fire Department enforces it, and the hillside districts above Sunset Canyon Boulevard and Country Club Drive are where it hits first.

Why the first five feet

Wind-blown embers travel more than a mile ahead of a fire front. They land in mulch beds, wood fences, and dry plants pressed against siding. The first five feet decide whether a house catches.

Burbank has already watched it almost happen. In September 2017, the La Tuna Fire crested the Verdugo ridge into Burbank, forcing evacuations around DeBell Golf Course and Brace Canyon Park and destroying a home on Verdugo Crestline Drive. Roughly 300 Burbank households were told to leave at the peak.

Burbank is one of the Los Angeles County cities that runs its own municipal fire department. The Burbank Fire Department's Fire Hazard Reduction Program already works hillside parcels on an annual rhythm: notification letters in May, clearing complete by June, inspections from July. Zone Zero layers onto that existing program.

BFD is ahead of most cities: it already publishes its own Zone 0 guidance page and schedules AB 38 defensible-space inspections for home sales. Enforcement of the new rules is education-first, per the April 2026 Board of Forestry draft.
